Angela Rayner’s Housing Reform Plans: 1.5M New Homes and Community-Focused Solutions

This morning, Deputy Prime Minister Angela Rayner delivered a speech focusing on housing policies and reforms. She highlighted the government’s commitment to addressing the housing crisis by expanding affordable housing and improving social housing conditions. Key announcements included plans to deliver 1.5 million homes, with a significant increase in social and affordable housing. She also emphasised reforms to the Right to Buy scheme, ensuring homes sold through the program are replaced on a one-to-one basis.

Additionally, Rayner introduced the New Homes Accelerator to tackle delays in housing developments and unlock construction on stalled sites. This initiative aims to address planning inefficiencies and support local authorities and developers to expedite housing projects.

Mr Wupperfeld world-leading social sustainability expert and CEO of LCD Ventures has today commented on Labour’s housebuilding plans, warning that:

“Just building homes will not solve the UK’s housing crisis. The UK needs thriving communities which are desirable destinations and places where people want to live. Successful destinations have to offer not just the infrastructure, but also social, cultural and commercial equity for people or places to thrive.

“If Labour’s housebuilding plans are going to work, the government must adopt a holistic data-driven approach that prioritises the needs of the people who will be living there and those in the surrounding communities.

“Acting early and strategically will enable the government to rigorously plan everything from infrastructure to services, ensuring the right balance of housing, transport, healthcare, education, and green spaces to successfully anticipate the social and economic needs of the area. This will ensure environments that aren’t just functional, but crucially ones that are also sustainable and appealing.

“The goal isn’t just to build homes—it’s to cultivate communities that thrive socially, economically, and environmentally over the long term.”
